If it is a newer set it should already have Disney+ in its apps. If not, be sure the TV has an internet connection and update the firmware. That should fix the problem.

If by ON you mean watch DisneyPlus.com then look for the app on the TV or use the browser to access disneyplus.com. You will need an account though.
