No, there is no need a smart tv to use chromecast itself already including applications like Netflix, Youtube. By connecting chromecast via hdmi port and connecting it with internet via modem or phone hotspot etc, the system ready to work like a smart tv, remember to power chromecast stick by connecting usb power.

No. As long as the TV has an HDMI port for a Chromecast dongle to plug in to then that is all you need at the TV end. You will also need to provide power to the dongle. I use a USB port on the TV for this, but the dongle also came with a power adapter if there is no suitable USB port.

To set up the Chromecast you will need a WiFi device (Apple PC or an Android or Apple tablet or phone).

Update: Google have removed the facility to set up a Chromecast dongle from a Windows PC or Chromebook. My original information “If you are using a Windows PC, then you will have to install the Chrome browser on the PC (setup won’t work with other browsers). The go to Chromecast Setup and look for the link at the bottom of the screen to set up from ‘this PC’. Then follow the instructions on the screen.” is no longer valid. I am leaving this text in my answer for completeness of information.
